Senior Accountant-Treasury and Investments

Key Duties and Responsibilities:

  • In charge of developing the ATI investment, capital management and asset liability management strategy
  • Development  of ATI’s investment policy, funding strategy, and liquidity management strategy
  • Develop, monitor and manage ATI’s bank relationships
  • Identification of fund managers for approval by the CFO and the Management Investment Committee
  • Manage the performance of fund managers including setting appropriate performance benchmarks and ensuring that these benchmarks are achieved
  • Give professional advice on strategic and tactical asset allocation
  • Manage long term and short term cash flow and working capital /liquidity management.
  • Manage balance sheet and day to day liquidity to support the business needs.
  • Balance Sheet Optimisation
  • Responsible for assets and liability matching, currency risk management and risk mitigation strategies such as hedging
  • Forecast medium and long-term funding requirements
  • Design and implementation of strategies to mitigate risks such as financial risk, market risk, credit risk, liquidity risks and capital management risks
  • Manage and monitor treasury and investments
  • Analyse and optimize investments’ return
  • Oversee the work of the Treasury and investments department  and ensure that all transactions are properly booked in an accurate and timely manner
  • Review all investment accounts and ensure balance sheet reconciliations are done on a monthly basis and all reconciling items are resolved in a timely manner and that all balances are agreed with all counterparties.
  • Ensure valuations of all investments is conducted in accordance with IFRS.
  • Explore and propose new investment opportunities and different classes of investment to the MIC
  • Produce monthly report and dashboards on investments including the macro and microeconomic outlooks guiding the short term and long-term investment strategy
  • Coordinate with bank and asset managers

RLSF Coordinator

Coordinator’s key duties and responsibilities will be as below:

  • Contribute to the improvement of policies and documents relating to the Regional Liquidity Support Facility (RLSF) such as legal documentation, RLSF agreements (MoUs etc.), brochures, policy documentation, investment policy, cash management policy, risk management policy, etc. if applicable;
  • To gather and analyze feedback from the Energy Sector and take this feedback into consideration in product development including products for the benefit of off-grid and C&I projects;
  • Identify effective RLSF marketing channels and promote the RLSF among potential investors and lenders, through these channels (partner web sites, brochures, conferences, etc.);
  • Contribute to define the strategy and conditions per country. Develop and maintain country cover notes;
  • Develop and regularly identify a pipeline of IPP projects for RLSF and coordinate with the African Energy Guarantee Facility (AEGF) to identify synergies, potential for collaboration between AEGF and RLSF on projects. Wherever suitable, this includes also marketing and events relevant to the implementation of both initiatives – RLSF and AEGF, and coordination with AEGF stakeholders like EIB and Munich Re;
  • Contribute to the definition and updating of the RLSF pricing strategy;
  • Coordinate with the Portfolio and Risk Teams on updates to the underwriting guidelines in the Operations Manual relevant to RLSF
  • Upon request by ATI management, support with communication to potential future investors and stakeholders in respect of RLSF as well as provide support to ATI in responding to queries from donors or any other stakeholders;
  • Identification of ATI needs for further Technical Assistance, identification of potential donors, coordination of mobilization efforts and support Legal in documentation of Technical Assistance (TA) Agreements;
  • Coordination of the reporting requirements from all RLSF partners and compliance with the Framework Arrangement and Financing Agreement(s) entered into with various partners;
  • Manage the accounting of TA expenditure to relevant partners including the confirmation that services that are being invoiced by ATI were actually performed and documented, the payments have already been effected by ATI and all necessary documents have been presented and are in line with regulations/ standards.
  • Support ATI in managing TA (including budgeting, recruitment of consultants, ATI internal staff and implementation of any agreed tasks) within agreed milestones;
  • Propose improvements to the Transparency Tool and follow up on adaptation of the Tool by stakeholders;
  • Support the incorporation of RLSF in the Underwriting System, including improvements to current initiatives in this regard. Support the development of specifications for the underwriting system for changes that are required by the RLSF product;
  • Improve the expertise and underwriting methodology of RLSF;
  • Coach, train and develop the underwriting competencies of the Underwriting Team on Energy projects. Identify training opportunities for the ATI team relevant to underwriting of RLSF transactions;
  • Review energy projects and propose the best underwriting structure. Support underwriters in the review of the transactions themselves (Non-Binding Indication (NBI) and Underwriting stages) if required;
  • Underwrite large/ complex deals;
  • Assist ATI in becoming a center of excellence in energy/ renewable energy;
  • Prepare timely reports to the RLSF Steering Committee.
  • Support the periodic audit of RLSF

  • To undertake, and generate business through the promotion and marketing of ATI products and services on an on-going basis. This includes, but is not restricted to, leading on the promotion and marketing of ATI products and services for the Energy Sector;
  • Contribute to the drafting of the underwriting guidelines of ATI for the RLSF product, subject to ATI approval;
  • Assess countries Renewable Energy Sectors and contribute to defining the strategy and conditions per country;
  • Develop and maintain country cover notes;
  • Promote the RLSF among potential investors and lenders, through different channels (partner web sites, brochures, conferences);
  • Develop commercial relationships, attract new clients and contribute to the commercial strategy

Senior Communications Officer

key duties and responsibilities will be as below:

  • Create and implement an annual communication strategy to support and operationalize ATI’s strategic objectives;
  • Manage the production and distribution of reports, presentations, press releases and announcements produced by ATI and provide hands-on leadership and oversight of an internal team and external providers that covers all aspects of communications;
  • Write and edit press releases, in-house newsletters, presentations, speeches, articles, promotional material and annual reports;
  • Produce ATI’s annual report, which includes coordinating input from management and all stake-holders and production;
  • Work with HR to create an internal communications plan that will incorporate targeted messaging to help foster an environment of transparency and unity;

Young Professional Legal Officer

  • Assist in the negotiation, drafting, vetting and interpretation of legal documents, agreements, treaties and conventions including but not limited to: the ATI Treaty and Articles of Association,, Participation Agreements with Member States, operational manuals, memoranda of understanding with partners, insurance contracts, and re-insurance agreements for and on behalf of ATI;
  • Assist in providing legal and technical advice to the Underwriting Department in drafting and negotiating proposed insurance policy wordings, insurance offer letters, loan agreements/documentation and other associated documents; and
  • Assist the underwriters in providing advice on legal implications of all insurance contracts and underlying commercial transactions;
  • Assist current and prospective Member States in drafting, negotiating  and concluding  various agreements with ATI and donors including (but not limited to) the World Bank and the African Development Bank;
  • Assist in liaising and coordinating with legal departments of member states, development financial institutions and other key partners;
  • Assist in interpreting issues related to staff contracts, Partnership Agreements and all other contracts to which ATI is a party;
  • Undertake research work in the area of law reform and development;

Qualifications & Skills

  • Be a citizen of a member country of ATI
  • Be 35 years of age or younger by December 2022
  • Possess a Master’s degree or equivalent in law that is relevant to the business of ATI, with outstanding academic credentials
  • Possess a Bachelor’s degree in law that is relevant to the business of ATI, with outstanding academic credentials
  • Be a practicing lawyer in a jurisdiction applying common English law or French law or both
  • Have practical knowledge in insurance or banking or international public law
  • Have at least a minimum of three (3) years of relevant full time professional experience in the areas that are relevant to the business of ATI.
