The National Council for Population and Development (NCPD) was established in 1982 as a department in the then office of the Vice President and Ministry of Home Affairs. Its role was mainly to advice on all matters pertaining to population. NCPD’s mandate was further enhanced under Sessional Paper No. 4 of 1984 on Population Policy Guidelines, and was later revised, to form the backbone of Sessional Paper No. 1 of 2000 on National Population Policy for Sustainable Development.

Senior Human Resource Management Officer

ADVERT NO 004/2022

Job purpose:

The job holder is responsible for providing guidance and advice on appropriate application of Human Resource Management matters.

Duties and Responsibilities

  • Guide implementation of Human Resource Management matters policies, rules and regulations
  • Coordination of Human Resource Management activities within the framework of the existing Human Resource Management policies and regulations.
  • Participates in implementation of performance management systems and improvement strategies
  • Implements training needs analysis, training calendar of individual and group trainings
  • Participates in preparation of the Human Resources Management committee papers for the Board
  • Coordinates staff remuneration, benefits and payroll administration

Requirements for Appointment

For appointment to this grade, a candidate must have at least the following qualifications:-

  • Served in the grade of Human Resource Management Officer for a minimum period of three (3) years relevant work experience;
  • Bachelor’s degree in Human Resource Management, Public Administration/Management or equivalent qualification from a recognized institution;
  • Membership of the Institute of Human Resource Management;
  • Shown merit and ability as reflected in work performance and results; and
  • Demonstrate professional competence in Human Resource Managemen

 

Senior Public Relations Officer

ADVERT NO 005/2022

Job purpose:

The job holder implements corporate communication policies and strategies that promote mutual relationships with external and internal publics contributing to the realization of the Council’s mandate.

Duties and Responsibilities

  • Coordinates development of visuals, audio visuals, web based advertisements and other broadcast materials.
  • Oversees the updating and maintenance of media contacts/ materials and other stakeholder databases.
  • Coordinates the generation of website and other social media content.
  • Implements corporate communication strategies and policies
  • Generates opinion editorials and proof reads internal and external communication documents
  • Liaises with departments to provide content for publicity of Council’s events and engagements
  • Participates in the development of content for publication of newsletters and documentaries
  • Edits press releases/statements, keynote speeches and annual reports
  • Prepares talking notes and speeches for staff during media interviews and press conferences
  • Participates in perception surveys, media content research & analysis, PR research, gather communication intelligence and carry out audience analysis
  • Implements Corporate Social Responsibility (CSR) initiatives
  • Mentors and coaches staff in the unit

Requirements for Appointment

For appointment to this grade, a candidate must have at least the following qualifications:-

  • Bachelor degree in Journalism/Communication Studies/ Public Relations/ Corporate Communication/Development Communication and Media Studies.
  • Served for at least four (4) years, in the grade of Public Relations Officer or in a comparable position in the public service
  • Demonstrated capability in the management of Public relations function

 

Population Programme Officers - 2 Positions

ADVERT NO 006/2022

Job purpose:

To collect data and information on implementation of Population Policy and programmes/ projects, advisory and integration of population issues into development planning at national level to realize the mandate of the Council.

Duties and Responsibilities

  • Prepares data collection tools on national population and development issues.
  • Compiles information on national population and development issues.
  • Prepares tools to gather information on stakeholders and partners implementing population and development projects/programme at national level.
  • Contributes to documentation of proceedings on stakeholders’ meetings, workshops, fora at national level

Requirements for Appointment

For appointment to this grade, a candidate must have at least the following qualifications:-

  • Bachelor degree in any of the following disciplines: -
  • Population Studies or Demography
  • Public health, Sociology, Anthropology, Geography, Population Health with a post graduate diploma in Population Studies or Demography
  • Applicants with qualification in Statistics/Economics will have an added advantage

 

Management Accountant

ADVERT NO 007/2022

Job purpose:

The jobholder is responsible for facilitating financial operations in the Finance and Accounts Division

Duties and Responsibilities

  • Participates in monitoring expenditure against budget.
  • Updates and maintains Council’s general ledger accounts.
  • Prepares and posts monthly journal entries.
  • Prepares payments, imprest warrants and claim vouchers.
  • Verifies the payment supporting documents for accuracy and completeness.
  • Undertakes monthly closings and prepares draft quarterly and annual reports
  • Participates in payroll payment processing
  • Performs monthly expense variance analysis
  • Prepares statutory remittances and withholding tax payments

Requirements for Appointment

For appointment to this grade, a candidate must have at least the following qualifications:-

  • Served at the level of Administrative Assistant for at least two (2) years.
  • Be in possession of at least CPA part II or its acceptable equivalent i.e. ACCA or CIMA.
  • Must be computer literate. Working knowledge of Ms Excel will be an added advantage.
  • Shown merit and ability as reflected in work performance and results
